Pilgrim's Progress is an allegory, but the immediate context of the quote is replying to an individual who claims that teaching salvation by grace through faith will result in people deciding to just go out and sin.

Aaaah, a very good reply to that concern. That is definitely a concern of externally focused religiousness but, as the reply indicates, salvation is a matter of a regenerated and new heart that desires to please God in all it does.
